This is described on page 357 of “Higher Education in Transition” by John S. Brubacher and Willis Rudy. In 1910 congress authorized an office in the US Bureau of Education to work with the American Association of Universities to examine records of graduate students and then classify undergraduate schools by how well prepared their graduates are for graduate school. This is not a perfect system but there is data available today. The Wall Street Journal did a survey that gives data on how many students get into top professional schools.
